is in the opinion of the Director of Public Works and of my- -self by far the best candidate in the Department for the post of First Assistant Director of Public Works. His training and experience, prior to his joining this service, specialiy qualify him for the post. Mr. Chatham writes concerning his qualifications as follows:-

"Mr. Perkins possesses great experience

"and is highly qualified. He is very energetic and hard- "-working and has completely revolutionized the Mainte- '-nance of Roads and Buildings since he was placed in "charge of these services in 1912. Prior to 1912, he did "excellent work as Executive Engineer in charge of the "Buildings Ordinance Office. Both these services are now "highly organized as the result of his labours, In con- "-nection, more particularly, with Roads and with the "Government Telephone Service, he has introduced a large *amount of departmental work, without which present "methods of maintenance would be impossible. The results "or his labours in connection with the roads of the "Colony are a matter of public knowledge and I can only "add that, in other matters, which are not within the "purview of the public, his methods have been equally "thorough and successful".

I am able from my personal knowledge to endorse Mr. Chatham's remarks. Mr. Perkins is a very industrious, zealous and experienced officer, and I strongly recomend him for the post

of First Assistent Director of Public Works.

Mr. Gale is a clever and highly qualified

officer but he lacks application and initiative.

Mr. Hollingsworth is a useful and

deserving officer, but he has not had the experience, nor has
